Malta: what an MGA licence establishes
An MGA licence can identify a regulated gambling relationship, but it is not a passport to serve every EU country. The destination country’s rules remain relevant. Malta licensing and local market permission should therefore be treated as related but separate checks.

- National permission matters more than international branding.
- Check the company, domain and game category together.
- Promotions never override local law or protective measures.
The local distinction that matters
Use the official register to match company, URL, status and service. A copied seal does not provide the same evidence. Also distinguish software-supplier authorisation from permission to operate a consumer account. The MGA’s player guidance requires documented complaints procedures and referral opportunities to registered alternative dispute resolution after internal procedures are exhausted.
Protection and practical limits
For a payment disagreement, keep the contract, promotional conditions and account record. Ask for the operator’s final position and ADR information. Reporting a suspected regulatory breach and seeking a determination of a personal financial dispute are different processes.
Read the register role, not just the number
A company supplying games to casinos can be regulated without being the company that holds a consumer’s account. The relevant check is the gaming service and entity attached to the actual website. A screenshot of a supplier’s authorisation does not settle a B2C account question. Likewise, a genuine MGA entry does not remove the need to establish whether the destination country permits that service.
Separate an ADR dispute from a compliance report
If the disagreement is over a bonus deduction, ask for the final internal response and applicable ADR details. If the concern is that a licence condition is being breached, a report to the authority can serve a different purpose. The same evidence may support both, but their powers and outcomes differ. Do not assume that sending a regulator a complaint automatically starts a binding repayment case. Keep the amount, contractual issue and requested remedy clear in each submission.
Common questions
Does an MGA licence replace French or German permission?
No. National market rules still apply.
Will the MGA itself decide every payment dispute?
Do not assume so. Follow the applicable operator and ADR process, and report regulatory concerns appropriately.
