EU guide · Local rules & licensing
There is no single EU casino licence
The European Commission explains that gambling services do not have one sector-specific EU legislative framework. Countries organise their markets differently. A licence from one jurisdiction should therefore never be presented as automatic permission throughout the Union.

- The relevant question is whether the actual service can be supplied where the player is, under the rules for that game.
- Check the legal company, exact domain, product category and current permission status in the relevant official register.
- A licence logo can be copied, a number can refer to another entity and a screenshot can be out of date.
Identify the destination market
The relevant question is whether the actual service can be supplied where the player is, under the rules for that game. Some countries permit licensed online casino games, others reserve activities to a monopoly, and France prohibits online casino games. EU membership and the use of euros do not remove those distinctions.
Match four pieces of evidence
Check the legal company, exact domain, product category and current permission status in the relevant official register. Where geography is narrower than the country, check territorial scope too. Germany’s whitelist demonstrates why this matters: virtual slots, poker and online casino permissions are not interchangeable. A software-supplier licence also differs from a consumer-facing gambling permission.
Treat seals and claims as leads
A licence logo can be copied, a number can refer to another entity and a screenshot can be out of date. Navigate independently to the regulator rather than trusting a decorative seal. Record the date and status. A register entry establishes permission within its scope; it does not guarantee that every promotional condition is fair or every payment will be dispute-free.
A detail worth checking
Blacklists and whitelists answer opposite questions. A blacklist records enforcement or identified unauthorised services; a legal register records positive permission within a scope. A new unauthorised domain might not yet appear on a blacklist, so absence is not approval. Likewise, a historical screenshot of a licence cannot establish current status. Check any suspension, expiry or surrender information and ensure the account entity has not changed. If a regulator offers separate consumer and business registers, choose the one relevant to the account service. Supplier accreditation is not equivalent to operator authorisation.
Worked example · hypothetical
A misleading shortcut
A fictional page says licensed in Europe beside a bonus. The phrase omits the authority, entity, product, domain and destination market. Until those details are established, it supplies no usable conclusion about local permission. A professional-looking page and a familiar payment provider do not fill the gap.
- Identify the relevant account event and preserve its original wording.
- Separate known facts from assumptions before drawing a conclusion.
- Use the applicable official source or complaint route when a material question remains.
Common questions
Does an MGA licence cover every EU country?
No. Destination-country requirements remain relevant.
Does a licence mean gambling is risk-free?
No. Regulation is a legal and supervisory framework, not protection against ordinary gambling losses or harm.
