Estonia: match the operator, brand and website
Estonia’s Tax and Customs Board publishes a legal-operator list identifying company, brand, website and licence information. Consumers usually remember brands, while permission concerns entities and activities. A bonus review needs to connect those fields rather than treating a logo as the licence.

- National permission matters more than international branding.
- Check the company, domain and game category together.
- Promotions never override local law or protective measures.
The local distinction that matters
Compare the account domain with the list, especially when a page claims to be a new mirror of a known service. A similar name or email address is insufficient. The authority also maintains gambling restrictions and explains that authorised operators must not permit play when a valid prohibition applies.
Protection and practical limits
Age requirements differ by product. An adults-only label elsewhere is not a complete eligibility check for Estonia. Use current rules for the actual activity and never borrow another person’s account or identification. Promotional availability cannot remove age or exclusion requirements.
The organiser and brand fields answer different questions
The Estonian list makes it possible to start with a recognised trading name and identify the legal business behind it. Use both fields in an evidence note. If a company has multiple brands, a promotion described as first customer may require a closer reading of previous-account conditions. Conversely, similar brand names do not prove the same company. The exact website field helps avoid both errors without testing the service through a deposit.
Exclusion is a domestic-protection question
EMTA says authorised operators must not permit gambling where a valid prohibition exists. That makes the domestic licence check relevant to the practical scope of protection. A website promoting access outside the register should not be presented as an alternative for an excluded person. If a person wants to stop, use the official restriction process and consider support for the urge to switch sites. An unfinished bonus can be left unfinished; any remaining eligible cash should be discussed separately from restoring access.
Common questions
Does Estonian licensing cover every EU market?
No. Other countries retain their own rules.
